The project’s main goal is to encourage innovative self-employment among students as a prospect for their future professional career, by setting up Entrepreneurial Support Services in the Universities and promoting teaching entrepreneurship within the curricula of open-access educational institutions, according to the strategy adopted in the National Pedagogical Rules approved by the Moroccan Ministry of Higher Education.

The methodologies used to achieve this goal are the ones used by European Universities to support their own young entrepreneurs. This is a two-fold strategy, based on competences and stakeholders.

Competences: our starting point is that the entrepreneurial spirit is considered to be a competence. Therefore, if we wish to develop it, we must work on the Competences Triangle: will – knowledge – capacity. For students (this project’s target group) to develop their entrepreneurial spirit, we must stimulate their interest in becoming entrepreneurs (will). But it is not enough to be willing to set up a business; they must also learn how to implement their ideas (knowledge). Finally, in order to consolidate their entrepreneurial skills, they must be capable of executing their projects turning them into real entrepreneurship (capacity). Besides these 3 vertical elements, there are also 2 other transversal elements which ensure the continuity and adaptability of this model: the setting up of mechanisms to analyse and assess the entrepreneurial reality at the institutional and national levels, and inter-institutional work as guarantor of the stability and continuity of the new measures.

Stakeholders: although the main beneficiaries of the project’s activities are the students, it is equally necessary to identify and work with all the stakeholders who may directly or indirectly influence students in the framework of Moroccan Universities: the students themselves, professors, administrative staff, researchers, the educational institutions and their representatives.

These two axes (Competences and Stakeholders) structure the project in relation to its specific objectives and its activities. These specific objectives are defined by the Competences axis and they are based on the 3 vertical elements –will, knowledge, capacity– and on the 2 transversal ones –analysis and inter-institutional work–. The WPs and their activities are defined taking into account the stakeholders targeted in order to achieve the project’s objectives.

Specific objective number 1 intends to raise the awareness among students throughout the curriculum about the existence of self-employment as a potential job, i.e. insisting on the "will" axis. Two activities have been designed to achieve this: "An Entrepreneur like You" (activity 1.1) for students and "Entrepreneurship School" (activity 1.2) for professors teaching the module "Entrepreneurial Culture" in open-access educational institutions.

Specific objective number 2 intends to strengthen the entrepreneurial skills of students in their final year by means of seminars on "Entrepreneurial Skills" (activity 2.1), based on the "knowledge" axis. The beneficiaries will be students interested in entrepreneurship and willing to set up a business in the future.

Specific objective number 3 intends to provide entrepreneur-students with the necessary skills "to be able" to set up a business through the use of counselling and support tools. The activities designed to achieve this objective are: a WebSeminar (activity 3.1), Internships (activity 3.2), the preparation of a Toolkit (activity 3.3) and the creation of the Entrepreneurial Support Services (ESSs) (activity 3.4), targeted to the administrative staff of Moroccan Universities who will be managing ESSs. These services will be very useful for students and graduates who wish to prepare a business project.

Specific objective number 4 intends to establish, in the framework of Moroccan Universities, prospecting mechanisms that will allow assessing the degree of success of the promotion, training and counselling measures, as well as the situation of entrepreneurship in Morocco. The target group in this case is the group of professors who will carry out the survey on "Obstacles to Entrepreneurship in Universities" (activity 4.1). This activity will develop the "analysis" axis.

Finally, the "inter-institutional" axis is the focus of the specific objective number 5, designed to create the networks which will allow Moroccan Universities to internationalize their activities by sharing their knowledge, promoting new initiatives and studies and strengthening their individual efforts. This objective will be achieved by means of the following activities: setting up the Network (activity 5.1), launching the Call for proposals (activity 5.2), awarding the Winning Team (activity 5.3) and organizing the Conference (activity 5.4).

The competences development requires a specific sequence, as it is defined by the Competences Triangle, and this will set the order of the different WPs, taking into consideration the outcomes of the their activities.
